In recent news, Prime Minister François Legault, accompanied by the Minister of Immigration, Francisation and Integration, Christine Fréchette, and the Minister of the French Language, Jean-Francois Roberge, has revealed the eagerly awaited Quebec Immigration Plan 2024-2025. This plan is set to transform Quebec’s immigrant landscape by focusing on bolstering French-speaking immigrants, bridging the gap between immigrants and French language proficiency, and stimulating economic growth across the province.

A Multifaceted Approach to Immigration

Quebec’s vision for 2024 and 2025 revolves around increasing the influx of French-speaking immigrants. To achieve this, they’ve unveiled “Francisation Quebec,” a comprehensive initiative designed to enhance immigrants’ French language skills. The plan targets candidates proficient in French, while also encouraging younger immigrants to choose Quebec as their new home. These measures aim to combat the challenges posed by an aging population and ensure immigrants are warmly welcomed, integrated, and retained in every corner of the province.

Raising the Immigration Bar

Quebec is poised to welcome an impressive 12,000 more immigrants annually, exceeding the initial target set by Premier Legault and reaching a total of over 60,000 newcomers. These numbers are distributed across various categories, including skilled workers, family reunification, and refugees. Furthermore, the province has a commitment to embrace 6,500 individuals who have successfully completed their studies in French-language university programs. Additionally, they will be extending their welcome to 6,000 applicants who have chosen specialized pathways designed for investors, entrepreneurs, and self-reliant professionals.

In 2024 and 2025, approximately 31,950 individuals will be admitted through economic immigration, of which skilled workers will constitute the majority. The target for skilled workers will slightly increase from 30,650 in 2024 to 31,500 in 2025. The business category is also set to see growth, with admissions rising from 1,250 in 2024 to 1,450 in 2025, reflecting Quebec’s commitment to boosting entrepreneurship.

Quebec recognizes the importance of family in society, maintaining the family class immigration levels at 10,400 admissions per year for 2024 and 2025. This dedication ensures that families remain united and continue to contribute to the province’s growth and development.

The Quebec government’s commitment to promoting the French language is unwavering. They’ve made knowledge of French a mandatory requirement for economic programs, introducing an oral proficiency level 4 for workers participating in the Temporary Foreign Worker Program (TFWP). However, agricultural workers renewing their Quebec Acceptance Certificate (CAQ) after more than three years of living and working in Quebec will be exempted from these language requirements.
