CAQ Applications From Certain Institutions Suspended By Quebec

Quebec is a popular destination for immigrants who want to work and international students who want to study in Canada.

The Quebec Ministry of Higher Education is currently auditing or investigating ten institutions. Under these circumstances, the Ministry of Immigration, Francization and Integration or MIFI is not accepting applications for the Quebec Acceptance Certificate from students enrolled in these ten designated learning institutions. The applications that were submitted prior to December 30 will have to be suspended if they are still in processing.

Details of the investigation

MIFI will enforce this rule until March 31, 2021. Their website lists the following DLIs as under investigation:

• M College of Canada;
• Matrix College of Management, Technology and Healthcare;
• Canada College inc.;
• Herzing College (Institute);
• CDE College;
• Montréal College of Information Technology;
• Institut supérieur d’informatique (ISI);
• Universel College— Gatineau Campus;
• Collège CDI;
• Montréal Campus of Cégep de la Gaspésie et des Îles

According to MIFI, certain educational institutions have suspicious recruitment practices for international students. It is important to uphold the dignity of the Foreign Student Program, so MIFI is not accepting applications submitted by foreign nationals studying in one of these educational institutions.

International students want to secure PGWPs since they are able to get the professional experience they need to apply for permanent residence down the line. The Canadian Experience Class and the Quebec Experience Program are examples of skilled worker immigration streams that provide PR pathways to foreign students with a PGWP.
