Immigration Announcement
Can You Immigrate to Ontario Without a Job Offer?
Canada is known as one of the most immigrant-friendly countries in the world for a reason. You can immigrate to Canada even without securing a job offer because the immigration system is versatile. If you do not have a job offer yet, do not worry because there are other avenues you can take to immigrate.
What is PNP?
The Provincial Nominee Program (PNP) is beneficial for provinces and territories looking to fill the gaps in their labor markets. They can browse the Express Entry pool of candidates and nominate eligible candidates. If Ontario is your destination of choice, you need to get a nomination via the Ontario Immigrant Nominee Program (OINP).

Immigrating via the OINP without a job offer
Ontario is a popular immigrant destination because it offers a variety of employment opportunities and high wages. The OINP is highly active and issues about 8,000 invitations via multiple streams every year.
If you want to immigrate to Ontario in the absence of an employment offer, you can apply under the Ontario Express Entry: Human Capital Priorities Stream. It is ideal for international skilled workers looking to settle and work permanently in Ontario. The province will then be able to find candidate profiles with the help of the federal Express Entry.
Ontario evaluates candidates based on their professional experience, language skills, and educational qualifications, among other factors. You do not need to have a job offer necessarily to qualify under this stream. All you need is an active Express Entry profile and satisfy all the eligibility requirements. The province might require you to have professional experience in targeted occupations.
If your application for a provincial nomination is accepted, you will get a Nomination Approval Letter. Accepting the nomination will grant you 600 extra CRS points.
