LMIA Processing Times Canada 2025

If you are an employer or worker planning to hire or work in Canada, staying updated on Labour Market Impact Assessment (LMIA) processing times is essential. On September 3, 2025, the Canadian government updated the average wait times for different LMIA streams. These updates matter because processing times directly affect when foreign workers can begin their employment. For many, the LMIA is the first step toward a Canadian work permit and, eventually, permanent residency.

What is an LMIA?

A Labour Market Impact Assessment (LMIA) is a document employers need to hire foreign workers. It confirms that no qualified Canadian worker is available to fill the position and allows employers to proceed with hiring from abroad. Once an LMIA is approved, foreign workers can apply for their work permit.

Current LMIA Processing Times

Processing times vary depending on the stream of application and the number of files received by Service Canada. Below is the most recent update, showing average processing times as of August 2025:

StreamAverage Processing Time (Business Days)Change from Previous Update
Global Talent Stream8-1 day
Agricultural Stream16+2 days
Seasonal Agricultural Worker Program8+1 day
High-Wage Stream37No change
Low-Wage Stream42+1 day
Permanent Residence Stream259+5 days

As seen above, most streams experienced increases in processing times, except the Global Talent Stream, which became slightly faster. Employers should plan their hiring needs accordingly to avoid delays.

When Does Processing Begin and End?

  • Start: Once a complete LMIA application is submitted through LMIA Online, including all required documents and payment of the fee.
  • End: When the employer receives a decision letter from Service Canada. This letter will either confirm approval (positive LMIA) or denial (negative LMIA).

If approved, the employer must provide a copy of the positive LMIA to the foreign worker, who can then apply for a Canadian work permit.

LMIA Applications in Quebec

For jobs in Quebec lasting more than 30 consecutive days, applications must be submitted to both Service Canada and Quebec’s Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) simultaneously. Each must follow the province’s requirements to be considered complete.

Why LMIA Processing Times Matter

The LMIA process plays a key role in Canada’s immigration and employment system. Employers in agriculture, healthcare, technology, and other sectors rely on timely approvals to meet labor needs. Workers, on the other hand, depend on these approvals to start their careers in Canada without unnecessary delays.

Staying informed helps both employers and workers make better decisions and avoid surprises in their plans. Keeping track of LMIA processing times in Canada is vital for anyone planning to work or hire internationally. With updated figures released this September, employers and workers alike should prepare for possible delays, especially in longer streams such as permanent residence.

For a smoother journey, consulting with immigration experts can help you submit accurate applications and reduce the risk of delays. By planning ahead, you can make the most of Canada’s opportunities and achieve your employment or immigration goals successfully.
