In a move aimed at enhancing efficiency and reducing processing IRCC backlogs, Immigration Minister Marc Miller has announced significant updates to Canada’s Start-Up Visa and Self-Employed Persons programs. These changes, set to take effect from April 30th, 2024, signify a proactive approach by the Immigration, Refugees, and Citizenship Canada (IRCC).

Updating the Start-Up Visa Program

Under the revamped Start-Up Visa program, IRCC will implement several key changes to streamline IRCC application processing and prioritize high-potential ventures.

  • Effective April 30th, the department will cap the number of permanent residents accepted under this program, ensuring a more focused approach to evaluating entrepreneurial initiatives.
  • Additionally, priority processing will be accorded to entrepreneurs whose start-ups receive support from Canadian capital or business incubators affiliated with Canada’s Tech Network.

A Pause on Self-Employed Persons Program

In response to prolonged processing times and a backlog of applications, IRCC has announced a temporary pause on application intake for the Self-Employed Persons program until the end of 2026. This measure aims to address the existing backlog while enabling the department to explore opportunities for program reform without compromising its integrity. Despite the pause, IRCC remains committed to finalizing pending applications and ensuring a fair and transparent process for aspiring self-employed individuals.

Understanding the Programs

The Start-Up Visa program offers foreign nationals the opportunity to immigrate to Canada and establish or co-own a start-up business.

To qualify, applicants must meet specific criteria, including:

  1. Obtaining a letter of support from a designated organization
  2. Demonstrating proficiency in language requirements, and;

Conversely, the Self-Employed Persons program targets individuals with notable experience in art, culture, recreation, or sports, providing a pathway to permanent residence for those willing to contribute to Canada’s cultural vitality.

In his address, Minister Miller stressed the urgent need for faster processing times for entrepreneurs and self-employed individuals. He highlighted how federal business programs play a crucial role in driving economic growth and fostering innovation.

  • Federal Self-Employed program has a processing time of 52 months.

Minister Miller stressed the urgent need for faster processing times for entrepreneurs and self-employed individuals.
