Ottawa Seeks Mass Visa Cancellation

The federal government is facing scrutiny after reports revealed that Ottawa wants a mass visa cancellation authority to combat fraud from India and Bangladesh. Internal documents show Immigration, Refugees and Citizenship Canada (IRCC) is working with the Canada Border Services Agency (CBSA) and U.S. partners to create new powers that would allow the cancellation of multiple visas at once in cases of fraud or security concerns.

What the Internal Documents Reveal

According to a recent report, internal presentations to the Immigration Minister’s office outlined scenarios where mass visa cancellations could be used, including pandemics, wars, or country-specific visa fraud issues. India and Bangladesh were cited as “priority countries” due to an increase in false documents and irregular border entries.

Between 2023 and 2024, asylum claims from Indian nationals rose from fewer than 500 per month to about 2,000, prompting stricter screening measures. Officials also reported a rise in “no board” cases, where passengers were prevented from flying due to suspected document irregularities.

Public and Legal Reactions

The proposal has drawn sharp criticism from immigration advocates and legal experts. Over 300 civil society organizations warn that mass cancellation powers could lead to unfair targeting of certain nationalities and potential violations of due process.

Opponents argue that such broad powers could be misused for political or diplomatic purposes, while supporters say the government must have tools to address large-scale fraud efficiently.

Ottawa insists that decisions would be Charter-compliant and made transparently, with all orders published in the Canada Gazette explaining who is affected and why.

Possible Diplomatic Implications

The timing of this proposal is sensitive, given ongoing efforts to repair relations between Canada and India following years of political tension. Indian Prime Minister Narendra Modi’s recent visit to Canada signaled efforts toward diplomatic reconciliation, yet such legislation could again strain relations.

Experts say that while fraud prevention is vital, the government must balance national security with fair treatment of legitimate applicants.

How Mass Visa Cancellations Might Work

If passed as part of Bill C-12, this authority would allow the government to cancel temporary resident documents for specific groups. However, affected individuals would retain the right to appeal or request a review. The measure is designed to prevent misuse of Canadian visas and reduce illegal crossings.

Supporters claim that the initiative is already showing results, with a reported 97% drop in illegal border crossings and a 25% increase in visa refusals due to fraud.

Balancing Fraud Prevention and Fairness

As Ottawa wants a mass visa cancellation authority to combat fraud from India and Bangladesh, the debate continues over how far the government should go to protect the immigration system. While stronger oversight can deter fraud, critics caution that such measures must remain transparent, proportionate, and respectful of human rights to maintain trust in Canada’s immigration framework.
