The federal government of Canada has just announced the immigration levels plan 2022-2024. Canada is planning to augment its immigration targets yet again. They’re planning to welcome almost 432,000 new immigrants in 2022 instead of the initial plan of inviting 411,000 new immigrants to the country.

Over the coming three years, Canada will target the following number of new immigrant landings:

  • In the year 2022, Canada will invite 431,645 immigrants
  • In the year 2023, Canada will invite 447,055 immigrants
  • In the year 2024, Canada will invite 451,000 immigrants

The immigration minister Sean Fraser explained in his interview that ‘this level plan will balance the country’s requirements and international obligations. It totally focuses on inviting skilled workers who will be contributing towards the growth of Canada and fulfill the gap of labour shortage in the country. The plan also focuses on family reunification and helping most vulnerable populations through refugee settlement. He also added that he’s proud of what the country has achieved through immigration programs so far and wishes to see more newcomers in the country.

This year 56% of new immigrants will land in Canada under economic class pathways such as Express Entry, Provincial Nominee Program, and Temporary to Permanent Residence stream that available in 2021.

The PNP will be the main admissions program for economic class immigrants with IRCC, which is planning to welcome 83,500 immigrants through PNP this year. Immigration, Refugees, and Citizenship Canada has cut the express entry admissions by 50% in 2022 but focuses to return to normalcy by 2024 when the target reaches 111,5000 express entry immigrants. The latest levels plan suggests that IRCC will temporarily reduce the intake from Express Entry in order to accommodate admissions under the TR2PR program. Canada is planning to invite 40,000 immigrants in 2022 and 32000 immigrants by 2023 under the TR2PR stream.

Meanwhile, express entry draw will continue on a biweekly basis and IRCC is planning to process express entry applications. The family class program will include 24% of admissions targets in 2022, with 80,000 to arrive under the spouses, partners, and children program and 25000 to arrive under the parents and grandparents program.

As compared to the previous plan, IRCC has increased its PGP admissions target by 1500 additional spots. The remaining 20% of immigrants will come under refugee and humanitarian programs. The increase of 5% as compared to Canada’s 2021 immigration levels plan and it is also evident that Canada is trying to `accommodate 40,000 Afghan refugees in the coming years. The higher intake of refugees and the humanitarian program will result in the smaller intake of the economic and family class immigration. However, Canada plans to reduce its refugee and humanitarian intake once it completes its Afghan resettlement program.
