In the latest announcement, Immigration Minister Marc Miller revealed Francophone Immigration initiatives. These strategic measures include a new policy, expanded community support, a dedicated immigration program, and the implementation of the Action Plan for Official Languages, fostering vibrant French-speaking communities across the country.

New Francophone Immigration Policy

The centerpiece of the unveiled initiatives is a progressive Francophone immigration policy designed to cultivate the growth of Francophone minority communities and amplify their significance.

Key Features Include

  • Targeted promotion,
  • Robust recruitment support to address labor shortages, and,
  • Enhanced measures for French-speaking residents.

As part of the comprehensive approach, the existing Welcoming Francophone Communities initiatives will witness renewal and expansion. Fourteen Canadian communities will persist in receiving funding to facilitate the seamless integration of French-speaking newcomers in 2024, with an additional provision allowing the selection of ten more communities for extended support.

Francophone Immigration Support Program

An addition to the initiatives is the introduction of the Francophone Immigration Support Program. This program will allocate funds to projects specifically designed to dismantle barriers to Francophone immigration, ensuring a smoother pathway for French-speaking individuals to contribute to Canada’s economic and cultural tapestry.

Francophone Immigration Targets and Future Goals

Minister Marc Miller proudly shared that Canada surpassed its target of admitting 4.4% of French-speaking residents outside of Quebec by achieving a remarkable 4.7% in December 2023. Looking ahead, the ambitious goals include a 6% target for 2024, 7% in 2025, and an 8% target for 2026.

Highlighting the government’s commitment to linguistic diversity, initiatives from 2023 onwards included new selection criteria within Canada’s Express Entry system, giving preference to candidates proficient in French. This move aligns with IRCC’s 2019 plan for Francophone Immigration, aiming to increase the proportion of Francophone immigrants outside Quebec and enhance their successful integration.

These initiatives find support in the Government of Canada’s Action Plan for Official Languages 2023-2028, backed by an investment exceeding CAD 80 million over five years. The funding is allocated to various Francophone immigration and retention activities, emphasizing the importance of consolidating integration pathways, recruiting French-speaking educators, and enhancing immigration frameworks.
