Saskatchewan Ends SINP Pause

The Saskatchewan Immigrant Nominee Program (SINP) is undergoing major changes following a significant reduction in provincial nomination allocations by the federal government. The Government of Canada recently cut provincial nominee program allocations by 50%, bringing Saskatchewan’s total nominations down to 3,625—the lowest since 2009. Additionally, 75% of all nominees must now already be living in Canada as temporary residents.

SINP Adjustments to Address Federal Cuts

Deputy Premier and Immigration and Career Training Minister Jim Reiter expressed concern over the federal decision, emphasizing that the SINP has been a crucial pathway for employers to hire international workers when local talent is unavailable. To adapt to the federal restrictions, Saskatchewan is introducing immediate program modifications while lifting the previously announced pause on Job Approval Forms (JAFs).

The new changes aim to prioritize sectors critical to the province’s economy while ensuring the best use of limited nominations. The revised SINP framework will focus on strengthening the workforce in healthcare, agriculture, and skilled trades.

Key Changes to the SINP

  • Priority for Health, Agriculture, and Skilled Trades: Overseas applicants will now primarily be considered for these sectors. Other industries will only be able to recruit workers already residing in Canada with valid temporary visas.
  • Capped Nominations for Specific Sectors: Sectors such as accommodation, food services, retail trade, and trucking will be limited to 25% of the total annual nominations.
  • Ineligible Sectors for SINP Recruitment: Spas, salons, and pet care services (excluding veterinarians) can no longer recruit through the SINP.
  • Closure of Entrepreneur and Farming Immigration Streams: The Entrepreneur, International Graduate Entrepreneur, and Farm Owner/Operator categories will be permanently closed.

Impact on Express Entry and Occupations In-Demand Sub-Categories

Applicants under the Saskatchewan Express Entry and Occupations In-Demand sub-categories who do not have a job offer from a Saskatchewan-based employer will have their applications returned. These candidates must contact the SINP to request a refund of their application fee.
