Key Arrima Draw Invitation Criteria
Invitations were extended to individuals meeting one of the following criteria:
- Possession of a level 7 oral proficiency (or higher) in French according to the Échelle québécoise des niveaux de compétence en français ou son équivalent (Québec scale of French proficiency levels for adult immigrants) or its equivalent, with a score equal to or higher than 603.
Holding a valid employment offer outside the territory of the Communauté métropolitaine de Montréal, coupled with a level 7 oral proficiency (or higher) in French.

Quebec Immigration
The Arrima Immigration Draw forms a vital component of Quebec’s immigration strategy, serving as a selection tool under the Quebec Skilled Worker Program (QSWP). During each draw, applicants meeting specified criteria undergo assessment, with scores determined based on factors such as education, work experience, language proficiency, and age. Those with the highest scores receive invitations to apply for permanent residency in Quebec, contributing to the enrichment of the province’s skilled workforce.
Next Steps: Document Submission and Fee Payment
Upon submission of their PR applications, candidates will receive a personalized list of required supporting documents from the Ministry of Immigration, Francization, and Integration (MIFI). Additionally, applicants will be provided with an application to obtain an attestation of learning about democratic values and Québec values. It’s important to note that the processing of applications will commence only upon receipt of all necessary documents.
As for the application fee, applicants under Quebec’s Regular Skilled Worker Program (RSWP) should be aware of the following processing fees, effective from January 1 of each year:
- Principal Applicant: $895
- Spouse or Common-Law Partner: $192
- Each Dependent Child: $192
Applicants have a maximum of 30 days following the submission of their application to pay the processing fees. Failure to do so within this timeframe will result in the non-processing of the application. These fees are non-refundable, irrespective of the outcome of the PR application.
