Ontario Launches New OINP Employer Portal – A Streamlined Shift to an Employer-Led Immigration Process

Ontario is rolling out a big change in the way employers and applicants interact with the Ontario Immigrant Nominee Program (OINP). Starting July 2, 2025, the OINP will introduce a new Employer Portal, replacing the outdated paper-based system. This portal is designed to simplify the immigration process, especially under the Employer Job Offer streams—a key pathway for foreign workers and international students to secure permanent residence in Canada.
With this digital upgrade, the process moves from being led by applicants to being initiated by employers, making it more secure, accessible, and manageable for both sides.

What Is the OINP Employer Portal?
The OINP Employer Portal is an online platform where Ontario employers can directly submit employment position details for approval. This is a significant upgrade from the traditional process, which involved submitting the Application for Approval of an Employment Position (Employer Form) on paper.

How Will the Transition Work?
To ensure a smooth switch to the Employer Portal, the OINP has scheduled a system upgrade and blackout period:

June 20–July 2 | No new EOIs can be created for Employer Job Offer streams |
June 21–22 | All existing EOIs in Employer Job Offer streams will be automatically withdrawn |
June 27–29 | The OINP system will be completely unavailable across all streams |
July 2 | New Employer Portal launches and registrations begin |
Once the new portal is live, employers will be able to submit employment position details, allowing applicants to re-register their Expressions of Interest (EOIs).
What You Need to Know About Your EOI
If you’ve already submitted an EOI under one of the affected Employer Job Offer streams, you’ll need to take action. All EOIs will be invalidated and removed from the system before the portal’s launch.
This applies to the following streams:
- Employer Job Offer: Foreign Worker Stream
- Employer Job Offer: International Student Stream
- Employer Job Offer: In-Demand Skills Stream
Applicants must reconnect with their employers to begin the process again through the new portal. Once submitted, new EOIs will be valid for 12 months and eligible for future draws.
