Draw 423 is the 13th PNP-specific round of 2026, bringing the year-to-date PNP total to 5,939 invitations. That figure is nearly identical to the same point in 2025, when 5,405 PNP invitations had gone out by the end of June, compared with 5,495 a year earlier. What makes this flat trend interesting is the contrast with Express Entry overall, where total ITAs across all draw types have nearly doubled in the first half of 2026, approaching 90,000 invitations.

The reason is straightforward. The Express Entry-linked PNP backlog also remains substantial, with roughly 14,000 applications in that stream and another 110,200 base PNP applications sitting in inventory as of early June. Current processing sits around six months, so candidates invited today should expect to land permanent residence in early 2027 if their application is complete and approved.

A provincial nomination is still the single most reliable way to jump the Express Entry queue, especially for candidates sitting below the Canadian Experience Class range. Before applying to a province, it is worth checking that your occupation and settlement plans genuinely match what that province is prioritizing. British Columbia, Nova Scotia, and New Brunswick, for example, have all narrowed their Express Entry-aligned streams toward healthcare, skilled trades, and public sector roles this year, so a broad application without that alignment is unlikely to succeed.

Candidates without a nomination in hand still have several ways to strengthen their file. Retaking a language test can add valuable points if there is room to improve. French language ability is worth serious attention too, since French language draws have consistently posted cut offs well below the CEC range through 2026; reaching NCLC 7 across all four skills can open the door to a dedicated round.

Experience in a priority field such as healthcare, skilled trades, STEM, or education may also qualify a candidate for a category based draw, although the timing of those rounds is not predictable. Finally, candidates with a spouse or partner should make sure that person’s profile is fully included and optimized, and should not overlook the value of additional work experience or further education.
