New LMIA Processing Times

Canada’s labour market keeps growing. And with growth comes paperwork. On August 7, 2026, Employment and Social Development Canada (ESDC) released updated processing times for Labour Market Impact Assessment (LMIA) applications. If you’re an employer trying to hire from abroad, or a foreign worker waiting on a decision, these numbers matter. A lot.

At Canada Immigration News, we track these shifts closely. Not because we like spreadsheets. Because families and businesses build real plans around these timelines. A wedding date. A lease. A hiring season. Every extra day counts.

What Changed This Month

The average LMIA processing time moved in most streams. Only two held steady or improved. Here’s the current picture, based on the latest ESDC data.

StreamProcessing TimeChange
Global Talent Stream10 business days+1 day
Agricultural Stream23 business days+1 day
Seasonal Agricultural Worker Program8 business days−1 day
Permanent Residence Stream86 business days−13 days
High-Wage Stream88 business days+9 days
Low-Wage Stream73 business days+2 days

Two trends stand out. First, the Permanent Residence Stream sped up. Significantly. A 13-day drop is not a rounding error. It reflects real capacity gains at Service Canada. Second, the High-Wage Stream slowed down. Nine extra days. For employers racing against a start date, that shift can force some hard conversations with candidates.

Why Processing Times Move Every Month

Think of LMIA processing like a highway. Some months, traffic is light. Applications clear fast. Other months, everyone hits the road at once. Volume climbs. Wait times stretch. ESDC updates these figures monthly precisely because the picture changes that often. A number from June tells you very little about August.

This is why we always tell clients: plan around the current month’s data, not last quarter’s memory. What was true in spring may not hold in late summer.

Building a Smarter LMIA Timeline

A few habits separate a smooth LMIA application from a stressful one.

Apply early. ESDC allows submissions up to six months before the expected job start date. Use that runway.

Respect the advertising window. Before you even file, most streams require a job posting period. Anywhere from 14 days to 8 weeks, depending on the stream. That clock runs separately from processing time, and it starts before ESDC ever sees your file.

Submit complete paperwork. An incomplete application isn’t processed at all. It simply waits. Every signature, every document, every fee needs to be in place on day one. Otherwise the clock never truly starts.

For Quebec employers hiring for more than 30 consecutive days, there’s an extra layer. Applications must go to Service Canada and Quebec’s Ministère de l’Immigration, de la Francisation et de l’Intégration at the same time, in the format the province requires. Miss that step, and the file isn’t considered complete.

From Positive LMIA to Work Permit

A positive LMIA is a milestone, not the finish line. Once an employer receives that decision letter, the temporary foreign worker still needs to apply for a work permit through Immigration, Refugees and Citizenship Canada. Workers already in Canada on an existing permit should also watch the calendar. Renewal applications are best filed within two weeks of the permit’s expiry, to avoid a gap in status.

Frequently Asked Questions

How often does ESDC update LMIA processing times?

Monthly. The figures reflect applications processed in the previous month and can shift meaningfully from one update to the next.

Does the advertising period count toward LMIA processing time?

No. The advertising requirement, which runs from 14 days to 8 weeks depending on the stream, happens before submission and is not included in ESDC’s stated processing times.

What happens if my LMIA application is incomplete?

It won’t be processed, and you won’t be charged the processing fee. The application simply sits until all required documents, signatures, and fees are in place.

Can I apply for a work permit before receiving a positive LMIA?

No. Foreign workers apply for their work permit through IRCC only after the employer has received a positive LMIA decision.

Are Quebec employers subject to different rules? Yes. For positions lasting more than 30

consecutive days, applications must be submitted simultaneously to Service Canada and Quebec’s MIFI, in the format the province requires.
