Canada Asylum System Reforms Aim to Speed Up Decisions and Improve Efficiency
The Government of Canada has introduced proposed regulations to modernize the country’s asylum system. The changes support recent reforms under the Strengthening Canada’s Immigration System and Borders Act and are designed to create a faster, more efficient process for refugee claimants.
The government has opened a thirty-day public consultation period before the regulations are finalized later in 2026.
Why Canada Is Updating the Asylum System
Recent declines in asylum claims have created an opportunity to improve how claims are managed.
According to IRCC, asylum claims submitted between January and April 2026 were:
- Forty-two percent lower than the same period in 2025
- Sixty-three percent lower than the same period in 2024
The government wants to use this period to improve efficiency and reduce delays.
Key Proposed Changes
The new regulations would:
- Clarify Application Requirements: Applicants would receive clearer guidance on how asylum claims are submitted and processed.
- Introduce Processing Timelines: Specific timelines would be established for government reviews and decisions.
- Faster Access to Work Permits: Eligible claimants could receive work permits sooner, helping them contribute economically while awaiting decisions.
- Enhanced Support for Vulnerable Individuals: Additional measures would be introduced to better support vulnerable claimants throughout the process.
- Rules for Withdrawn Claims: The regulations would establish clearer procedures for reinstating withdrawn or inactive claims.
