Ontario Issues 1133 Invitations

On December 10, 2025, Ontario conducted another major round of provincial immigration selections, issuing 1,133 invitations across three Employer Job Offer (EJO) streams of the Ontario Immigrant Nominee Program (OINP). The invitations were distributed under the Foreign Worker Stream (427 invitations), the International Student Stream (692 invitations), and the In-Demand Skills Stream (14 invitations).

This latest OINP Employer Job Offer draw continues the province’s strategic focus on addressing persistent labour shortages in healthcare, early childhood education, and high-demand regional occupations. Throughout 2025, Ontario has now issued 11,612 invitations, highlighting one of its most active years for employer-driven immigration pathways.

Healthcare, ECE and Regional Labour Needs Drive Selections

The OINP Employer Job Offer Draw targeted several priority groups, including healthcare professionals, early childhood educators and assistants, and candidates eligible under the Regional Economic Development through Immigration (REDI) framework. These applicants remain essential to Ontario’s long-term labour market needs, particularly across Eastern, Northern, Southwestern and Central regions.

The EJO Foreign Worker Stream, which issued 427 invitations, continues to support Ontario employers struggling to fill critical full-time, permanent roles. Many of the selected candidates had experience in NOC TEER 0–5 occupations directly aligned with healthcare, long-term care, skilled trades and community support roles.

Under the International Student Stream, a total of 692 invitations were issued to graduates of eligible Ontario post-secondary institutions. These candidates bring Canadian education credentials, work experience, and French or English proficiency — all strong predictors of successful labour market integration.

Meanwhile, the In-Demand Skills Stream issued 14 invitations, targeting occupations such as butchers, machine operators, agricultural workers, and healthcare support roles. These sectors continue to experience acute hiring difficulties, particularly outside the Greater Toronto Area.

Ontario’s Expression of Interest System: How Candidates Are Selected

The OINP EOI system assigns scores based on factors that include education, Canadian work experience, wage level, job offer location, occupation, and language proficiency. Draws may be general or targeted, depending on Ontario’s labour market needs.

Being invited does not guarantee final approval. After receiving an invitation, candidates must submit a complete application within 17 calendar days, and their employer must submit the mandatory position form within 14 days.

In 2025, invitations issued by stream include:

  • Employer Job Offer: Foreign Worker Stream (EJO FW) – 4,860 invitations
  • Employer Job Offer: International Student Stream (EJO IS) – 6,605 invitations
  • Employer Job Offer: In-Demand Skills Stream (EJO IDS) – 1,063 invitations

These numbers demonstrate the Employer Job Offer pathway’s continued position as the most active stream within Ontario’s overall immigration strategy.

Given sustained employer demand, applicants pursuing Ontario immigration in 2026 should expect continued opportunities under the EJO FW, EJO IS and EJO IDS streams, particularly those contributing to healthcare, manufacturing, skilled trades, food processing, and social services.
