Quebec Temporary Foreign Worker Program

Quebec continues to strengthen its immigration framework with a renewed focus on language integration and workforce stability. A major update to the Québec Temporary Foreign Worker Program is now reshaping how long-term temporary workers transition within the province. For foreign workers already building their careers in Québec, this change is significant. It directly links extended work stays with French language ability, reinforcing Québec’s cultural and linguistic priorities while maintaining access to global talent. If you are working in Québec or planning to apply under the Québec Temporary Foreign Worker Program, this update is essential reading.

Quebec Temporary Foreign Worker Program Introduces French Language Requirement

Under the updated Québec Temporary Foreign Worker Program rules, individuals applying for a Québec Acceptance Certificate after completing three years of work in Québec will be required to demonstrate Level 4 spoken French proficiency. This proficiency must align with the Échelle québécoise des niveaux de compétence en français. The rule aims to ensure that long term foreign workers can participate more fully in Québec’s professional and social environment.

To ease the transition, Québec has introduced a delayed enforcement timeline. French language verification will apply only to applications for temporary selection submitted on or after December 17, 2028. This gives current workers ample time to prepare.

Who Is Exempt From the French Requirement

Not all workers under the Québec Temporary Foreign Worker Program are affected by this rule. Québec has clearly defined exemptions to ensure fairness across sectors. Exempt groups include agricultural foreign workers, foreign nationals employed by political divisions of foreign governments, and international employees of recognized international non-governmental organizations. These exemptions reflect Québec’s awareness of sector-specific realities and diplomatic obligations while keeping the core objective intact.

How to Submit an Application for Temporary Selection

Once a foreign worker receives an official job offer from a Québec employer, the next step is submitting an Application for Temporary Selection. This application allows the employer to continue the Québec Acceptance Certificate process. As of December 17, 2025, all applications must be completed using the updated December 2025 version of the form. Forms must be filled clearly, signed by hand, and sent directly to the employer. The authorization section must also be signed to allow the employer to act on the worker’s behalf with Québec immigration authorities.

Required Documents Under the Québec Temporary Foreign Worker Program

Applicants must provide a complete document package to their employer. This includes a signed employment contract, passport identification pages, a detailed curriculum vitae, diplomas with transcripts, employment attestations when applicable, and copies of previous residence permits. All documents must be in French or English. Any other language requires a certified professional translation. Caregivers working in private homes follow a different document process and should review caregiver-specific instructions before submission.

Fees and Payment Rules Starting 2026

Processing fees for temporary selection applications reviewed on or after January 1, 2026, are set at 233 Canadian dollars per worker. The fee may be paid by either the employer or the worker. Payments must be made in full, in Canadian funds, and through approved methods such as credit card, bank draft, certified cheque, or Canada Post money order. Cash and personal cheques are not accepted. Proper payment is essential. Incomplete or incorrect payments may result in the entire application being returned.

What Happens After Submission

Once the employer submits the application and receives a positive or neutral labour market decision, the worker will receive two key documents. These include the Québec Acceptance Certificate attestation letter and confirmation from federal and provincial authorities. These documents are required to apply for a work permit through Immigration, Refugees and Citizenship Canada. Without them, the process cannot move forward.

Immigration Representatives Are Optional

Québec does not require foreign workers to hire immigration representatives. Using a consultant does not provide faster processing or priority treatment. Applicants who choose representation should ensure their representative is authorized.

The Québec Temporary Foreign Worker Program update highlights Québec’s long-term vision for workforce integration through language readiness. While the French requirement introduces a new expectation, the extended transition period offers flexibility and clarity. For workers who plan early and stay informed, Québec remains a strong destination for stable employment and long term opportunity.
