Quebec introduces guide that will prepare immigrants for new ‘values test’

The Government of Quebec has released information about the new values test that is now mandatory for immigration candidates who want to qualify for selection in Quebec. Immigration candidates will have to obtain an Attestation of Learning that affirms that they know about democratic values and the province’s values, as mentioned in the Charter of Human Rights and Freedoms. The Government of Quebec has come up with a French-only Practical Guide, which states that immigrants must know about the province’s values for effective integration. There are five key principles that immigrants must be aware of when they are appearing for the test:

  • Quebec as a democratic society
  • Quebec as a secular society
  • Quebec as a French-speaking society
  • Equality between women and men
  • The rights and responsibilities of people living in Quebec

The values test will be applicable to the following economic immigration programs:

  • Quebec Skilled Worker Program (QSWP)
  • Quebec Experience Program (PEQ)
  • Self-Employed Program
  • Investor Program
  • Entrepreneur Program
All those who want to get the Quebec Selection Certificate have to successfully past the test. The only exceptions are children under the age of 18 and candidates who have a permanent physical or cognitive impairment, in which case they do not have to obtain the certificate. Immigration candidates will be given a period of 60 days after their application to get the selection certificate and send in their attestation. The passing grade is 75 percent and above, which means that the candidate has to get 15 out of 20 questions correct. If a candidate fails the values test, it will lead to the termination of the application.
 
The test can either be taken online or via an information session if the candidate is already in Quebec. All candidates can have three shots at passing the test.
