Quebec has taken a bold step by introducing a structured intake framework for international students while reshaping its permanent immigration pathways. This new approach reflects the province’s goal to better manage population growth, language integration, and labour needs.

A Closer Look at the One-Year Intake Limit
Between February 26 2025, and February 26 2026, Quebec will accept no more than 124760 applications for temporary selection for studies. This change represents a significant reduction compared to earlier years. Universities are expected to maintain steady numbers, while colleges and vocational institutions will see tighter controls. The intention is to ensure student inflows remain aligned with available resources and long-term employment outcomes.

Permanent Immigration Pathways Are Being Rebuilt
One of the most impactful changes involves permanent residence options. The Quebec Experience Program streams for graduates and temporary workers will permanently close on November 19 2025. In their place, the Skilled Worker Selection Program will become the primary pathway. This program places greater emphasis on French language skills, work experience, and economic integration.
For current and future students, this means study decisions must align with realistic long term outcomes. Education alone will no longer guarantee a simplified path to permanent residence.
Language Skills Take Center Stage
Quebec is strengthening French language requirements across immigration programs. By December 2028, certain temporary workers renewing their status will also need to meet spoken French thresholds. This phased approach allows time for preparation, but it reinforces the province’s expectations for linguistic integration.

Who Is Not Affected by the Cap
The intake limit does not apply to applicants who submitted CAQ applications before February 26 2025, students extending the same program at the same institution, dependent children, or primary and secondary school students. International students must still obtain a CAQ before applying for a federal study permit, making early preparation essential.
