Two Canadian communities—Brandon (Manitoba) and Sault Ste. Marie (Ontario)—have officially announced their priority sectors for the 2025 Rural Community Immigration Pilot (RCIP). With this announcement, skilled foreign workers have more clarity on the in-demand occupations required to qualify for this promising permanent residence (PR) pathway.

What is the RCIP?

The Rural Community Immigration Pilot (RCIP) is a federal immigration initiative launched to address labour shortages in smaller Canadian communities outside Quebec. The goal is to help rural areas attract foreign talent by offering a direct pathway to permanent residence for workers who receive job offers from local employers.

To qualify under RCIP:

  • Candidates must have a valid job offer from a designated employer.
  • Meet basic requirements for education, work experience, language proficiency, and intent to live in the community.
  • Applications are capped annually—early applications are strongly encouraged.

Sault Ste. Marie’s RCIP Priorities for 2025

Located in Northern Ontario, Sault Ste. Marie has received an allocation of 300 spots under the RCIP for 2025.

Brandon’s Priority Sectors and Occupations

Brandon, Manitoba’s second-largest city, has been allocated 180 RCIP spots for 2025. Unlike Sault Ste. Marie, Brandon has already published a detailed list of occupations, sectors, and minimum language requirements.

Why Priority Sectors Matter for RCIP

Under RCIP, only job offers from designated employers in approved sectors will be accepted. This makes the priority sector list crucial for both employers and applicants.

If your occupation falls under one of the priority areas, and you receive a job offer from a designated local employer, you may be eligible to apply for PR through RCIP. However, it’s essential to act fast, as allocations are limited and applications are processed on a first-come, first-served basis.

With 14 communities participating in the RCIP, more updates are expected in the coming months. Timmins was the first community to release its full list of eligible sectors, and now Sault Ste. Marie and Brandon have followed.
