British Columbia has begun a wide-ranging evaluation of its higher education system as financial pressures and enrolment declines intensify, prompting a full British Columbia post-secondary review aimed at rebuilding long-term stability. The independent review will explore how institutions can remain affordable, resilient, and aligned with labour demands while adjusting to reduced international student numbers.

A System Facing Significant Pressure

Across the province, colleges and universities are dealing with shrinking revenues caused by several trends happening simultaneously: a sharp reduction in international study permits, rising operating costs due to global inflation, and lower domestic enrolment. Many institutions now face widening gaps between income and expenses, placing stress on programs, staffing, and long-term planning.

To address these challenges, B.C.’s Ministry of Post-Secondary Education and Future Skills has commissioned a comprehensive review to guide sector-wide improvements. The final recommendations are due by March 15, 2026.

Economic Priorities Shaping the Review

The provincial government has emphasised that the health of the post-secondary system is essential to economic growth. B.C.’s “Look West” plan prioritises building a skilled workforce capable of supporting new industries, major infrastructure projects, and emerging technologies. 1. Governance and Operations

The review will explore how programs can remain effective within current funding levels. Adjustments may include reshaping programs to meet workforce needs, expanding co-op learning, or modernising training in fields facing labour shortages.

3. Financial sustainability

The province is seeking long-term solutions to support colleges and universities without relying heavily on unpredictable international tuition revenue. This may include updated funding formulas, new cost-management strategies, or regional planning across institutions.

The landscape of higher education has shifted dramatically since recent consultations were conducted in 2021 and 2022. At that time, institutions relied heavily on international student tuition to offset domestic funding gaps. With federal reductions to study permits, this model is no longer sustainable.
