October might influence Canadian immigration for the near future

It is likely that we will have a clearer idea of how Canada’s immigration system is planning to handle the post-corona period by the end of October. There are two major events scheduled in October that will determine what direction the Canadian immigration system will take in the near future.

Firstly, Prime Minister Justin Trudeau will write a new mandate letter to the immigration minister, Marco Mendicino. The letter will have the country’s new immigration priorities. Secondly, Canada will have the new Immigration Levels Plan 2021-2023, which will outline the new permanent residence targets for Canada over the next three years. The plan should be announced by October 30th.

Immigration mandate letter

The Canadian Prime Minister must list all the responsibilities that they want their respective cabinet members to the ruling party takes charge of the government. Trudeau’s letter to minister Mendicino will guide the latter’s efforts to lead the Immigration, Refugees, and Citizenship Canada (IRCC) in the right direction after the pandemic. In a rare event, the prime minister is being forced to issue a second immigration mandate letter in less than a year.

Usually, mandate letters are issued to each minister after two to four years when a new government takes office and a minister is given a new portfolio. However, Trudeau had to end the last session of Canada’s Parliament in August since he wanted to adjust the government’s priorities in the current global crisis.

Immigration Levels Plan 2021-2023

Canada is going to introduce its second Immigration Levels Plan in the same year, considering that coronavirus has had a significant impact on immigration. The Immigration and Refugee Protection Act states that the levels plan should be announced each fall. Mendicino will have to adjust to the new levels plan.
