Canada Immigration News Podcast #98 brings you the latest Canada immigration news and major developments from the Express Entry system, provincial immigration programs, and Immigration, Refugees and Citizenship Canada. In this episode, we cover Express Entry draw #452, which invited 5,000 French-speaking candidates, Express Entry draw #451, which issued 792 invitations to Provincial Nominee Program candidates, the latest BC PNP Entrepreneur Immigration draw, and IRCC’s processing of nearly 2.7 million applications in 2026. These developments provide important insight into Canada’s immigration priorities as the country prepares for further changes to its selection system.

Express Entry Draw 452 Invites 5,000 French-Speaking Candidates

Immigration, Refugees and Citizenship Canada held Express Entry draw #452 on October 27, 2026, inviting 5,000 candidates under the French-language proficiency category. The minimum CRS score dropped to 407, a significant 28-point decrease from the previous French-language draw, which had a CRS cut-off of 435.

The latest draw highlights the continued importance of French-language skills within Canada’s immigration strategy. Candidates generally need French-language results equivalent to NCLC 7 or higher in speaking, listening, reading, and writing to qualify for the category. French-language draws provide opportunities for candidates whose CRS scores may not be competitive in other Express Entry rounds.

The draw also demonstrates how different Express Entry categories can produce very different CRS thresholds. While French-language candidates received invitations at CRS 407, PNP candidates in the previous draw faced a much higher threshold because provincial nominations provide a substantial CRS advantage.

Express Entry Draw 451 Invites 792 PNP Candidates

One day before Draw #452, IRCC conducted Express Entry draw #451 for Provincial Nominee Program candidates. On October 26, 2026, a total of 792 invitations were issued, with a minimum CRS score of 761.

The latest PNP draw continued Canada’s focus on candidates who have already received provincial nominations. A nomination can add 600 CRS points to an Express Entry profile, which explains why PNP-specific draws generally have much higher CRS cut-offs than category-based rounds such as French-language selections.

Draw #451 also came as IRCC prepared to introduce changes to the way Express Entry profiles are ranked. The latest draw results show how important provincial nominations remain for candidates seeking permanent residence while Canada adjusts its immigration selection framework.

BC PNP Entrepreneur Draw Issues Invitations in October 2026

British Columbia conducted its latest Entrepreneur Immigration selections on October 20, 2026. The Entrepreneur Immigration Base stream issued 10 invitations, while the Regional stream issued fewer than five invitations. Both streams had a minimum registration score of 118.

The Base stream is designed for experienced entrepreneurs who want to establish a new business or purchase and operate an existing business in British Columbia. The Regional stream focuses on business development in participating communities outside the province’s largest metropolitan areas.

The October selection represented a slight decrease from the September 22 draw, when both streams had a minimum score of 119. The province continues to conduct relatively small entrepreneur selections, emphasizing candidates whose business experience, investment plans, and proposed ventures can contribute to British Columbia’s economy.

IRCC Finalizes Nearly 2.7 Million Applications in 2026

Immigration, Refugees and Citizenship Canada reported 2,690,350 finalized applications and cases between January and August 2026. The figure covers temporary residence, permanent residence, and citizenship processing and demonstrates the enormous scale of IRCC’s administrative workload.

Temporary residence accounted for the largest share, with 2,076,745 finalized applications. This included 1,735,130 visitor visa applications, 190,995 work permit applications, and 150,620 study permit applications.

IRCC also finalized 200,190 economic permanent residence applications, 70,710 family-class applications, and 86,390 protection-related applications. During the same period, the department finalized 217,960 citizenship grants and issued 38,355 proofs of citizenship.

Importantly, finalized applications should not be confused with approved applications or the number of newcomers entering Canada. A finalized case can involve different types of decisions, while many applications relate to people already living in Canada or to temporary residents.

The figures provide a snapshot of IRCC’s processing activity and highlight both the scale of Canada’s immigration system and the department’s continued effort to manage large application volumes.
