Information about the test was present on one of the IRCC web pages, but it was buried in a collapsible section that did not stand out visually. No special font. No colour coding. No pop-up warning. For applicants who rely on the automated checklist to guide their submissions, the language test effectively did not exist.

The result was predictable. Between November 2024 and December 2025, IRCC received over 302,000 Post Graduate Work Permit applications. Of those, 945 were rejected specifically because of missing language test documentation. Nearly 80 percent of those rejections came in the second half of 2025, suggesting the problem was getting worse rather than better over time.

Real People Paying a Real Price

One graduate from the University of British Columbia applied for his Post Graduate Work Permit in August 2024, following the directions as he understood them. All required documents were listed clearly and he submitted everything on the checklist. The language test was not on that list. He was already working at a Canadian environmental organization when his rejection letter arrived in April the following year.

He described the feeling as having a truck hit him all at once. He had aced an English language test the moment he learned it was required, and has submitted a reconsideration request. But as of the time of writing, he is still waiting, his future in Canada uncertain because of a form that gave him the wrong instructions.

Another graduate from Carleton University in Ottawa scored a perfect result on the language test once he learned about the requirement, but was rejected on reconsideration because he had not taken the test before his first application was refused. He is preparing to leave Canada after eight years of living there.

IRCC has acknowledged that its application portal has caused confusion. A spokesperson for the Immigration Minister confirmed that a dedicated field for uploading language test results is being developed as part of broader IT improvements at the department. However, no implementation date has been announced.

In the meantime, IRCC says applicants should upload their language test results under the “Client Information” section. One important technical note: only the most recently uploaded file is retained in that section. If you need to submit multiple documents, you must combine them into a single PDF before uploading. The web form allows multiple file uploads up to a total of 3.5 megabytes.

Confirm your language test requirement based on your level of study and ensure your test result is no more than two years old. Do not rely solely on the automated checklist.
