Quebec’s immigration landscape is undergoing major transformations with the introduction of new policies and pilot programs. As of November 23, 2023, amendments to Quebec’s immigration regulations have been implemented, bringing forth a series of measures that impact various immigration streams.

New Economic Pilot Streams

Quebec has officially reopened three long-term economic immigration pilot programs from November 23, 2023, to December 31, 2024. These include:

  1. Permanent Immigration Pilot for Workers in Food Processing (600 applications)
  2. Permanent Immigration Pilot for Orderlies (600 applications)
  3. Permanent Immigration Pilot for Workers in AI, IT, and Visual Effects Sectors (700 applications)

All three programs are set to conclude on January 1, 2026.

Quebec Economic Immigration Programs

A notable change in economic immigration programs is the new requirement for French proficiency. Proficiency in oral French is now an essential eligibility criterion for all economic immigration programs. Additionally, spouses must demonstrate a proficiency level of 4 in oral French. Starting on November 29, the Quebec Skilled Worker Program (QSWP) will be replaced by the Quebec Worker Stay Program (QWSP).

As of the most recent knowledge update in January 2022, the Quebec Skilled Worker Program (QSWP) constitutes a component of Quebec’s immigration framework made to attract skilled professionals capable of contributing to the province’s economic advancement. It is important to note that specific details, criteria, and procedures may undergo alterations.

The QSWP typically adheres to a points-based evaluation system, appraising candidates based on diverse factors including education, professional experience, language proficiency (in both French and English), age, and other criteria. Individuals who fulfill the stipulated points and eligibility requirements are eligible to apply for a Quebec Selection Certificate (Certificat de sélection du Québec or CSQ).

Family Sponsorship Overhaul

Family sponsorship now entails sponsors completing a comprehensive welcome and integration plan for individuals aged 18-55 being sponsored for immigration. This plan ensures support in arrival preparation, access to public services, facilitation of integration, and the promotion of French language learning.

Upcoming Changes (Effective January 1, 2024)
